Advanced Training on strengthening your statements
When approaching legislators—whether in writing or verbally—your statements become far more powerful when they are framed as testimony based on facts and law.
1. Begin With a Jurat
Start your statement with a clear affirmation. For example:
“I attest and affirm that the following statements are true and accurate.”
For greater impact—only if you are completely certain of every statement—you may say:
“I attest and affirm under the pains and penalties of perjury that the following statements are true and accurate.”
Practice delivering your jurat so it comes out naturally and confidently.
2. Number Your Key Points
Present your testimony as numbered factual statements.

Keep each point simple and direct.

Avoid run-on sentences.

If a topic is complex, break it into multiple points.
3. Establish Your Credibility
If relevant, briefly mention your professional or educational background to strengthen your testimony. This helps legislators understand your expertise.
Keep it concise—especially if you are speaking under time limits.
4. Submit Supporting Evidence
Provide substantiation for any facts that legislators might question.
Acceptable evidence may include:

Government records

Official statements
-
Scientific studies
-
Other primary source materials
You may introduce evidence by stating:
“I hereby submit to the record [document name], which is admissible under the Supreme Court Daubert Rule and must be considered.”
Also submit copies of relevant statutes or laws that require public officials to act in the manner you are addressing.
5. Conclude With a Clear Statement
End by emphasizing that your remarks are factual and substantive:
“I have expressed no mere concern or nonsubstantive matters, but solely matters of fact and law.”
Practice delivering this conclusion smoothly.
6. Reference Their Oath of Office
Remind legislators of their oath.
You may:

Quote their oath, or
-
Thank them for taking it and fulfilling their duty to their constituents and the law.
7. Use Precise Language
Avoid vague or emotional words such as:

concern
-
fear
-
worry
-
alarm
-
doubt
-
issue
Replace them with clear legal or factual language.
For example:

Instead of “I am concerned”, say “By law, this is a serious problem.”

Replace “issue” with “matter.”
8. Practice Your Delivery
If presenting verbally:

Time your statement to stay within the allowed limits.

Practice until it flows clearly and confidently.
9. Have Experts Review It
Before presenting your testimony, consider asking individuals with relevant expertise to review it. This helps ensure your statements are accurate, precise, and strongly expressed.
