…do you oppose verifying citizenship before people register to vote—when non-citizens can currently register?

…are you blocking efforts to upgrade election technology—despite rising cyber threats and AI risks?

…don’t you support securing vote-by-mail—when it’s known to increase fraud, as confirmed by President Jimmy Carter’s bipartisan commission?

…are you refusing to align with both Florida voters and President Trump’s executive order calling for these common-sense protections?

And why are you blocking the three sponsored bills in your committee that address each of these concerns?

If SB1414 (Sen Ingoglia) and HB1381 (Rep Persons) such a good bill then why (on earth) would it remove...

At first glance, Senator Ingoglia’s SB 1414 appears to promote election integrity. But upon closer inspection, it’s largely hollow — and even harmful.

The bill eliminates the option to use paper ballots to resolve discrepancies.

It reclassifies ballots and election reports as “critical voting infrastructure,” potentially shielding them from public record requests and undermining Florida’s Sunshine Laws.

It also weakens language by replacing the word “audits” with “vote validation” and “recounts” with “reviews.”

Critically, it does nothing to ensure that only U.S. citizens are registering to vote.

 

If passed, SB 1414 will be remembered negatively by grassroots voters across Florida.

There are indications that legislators are under pressure to support this bill due to backing from the Governor and the Secretary of State.

However, neither of them (The Governor, Secretary Byrd) will be on the ballot in 2026 — and those who align themselves with this bill may face real political consequences.

    • Proof of Citizenship Requirements: Opponents contend that mandating documentary proof of citizenship could disenfranchise eligible voters, particularly marginalized groups who may lack easy access to such documents.AP News

  3. Administrative and Financial Burdens:

    • Implementation Challenges: State and local election officials may face logistical and financial difficulties in enforcing new mandates, such as verifying citizenship documents and updating voting systems, potentially leading to resource strains and implementation delays.

Actions Citizens Can Take:

    • Understand Local Election Laws: Familiarize yourself with your state’s voting requirements and any changes resulting from new legislation or executive actions.

  2. Engage in the Democratic Process:

    • Verify Voter Registration: Ensure your voter registration is current and complies with any new identification requirements.

    • Assist Others: Help community members, especially those who might face challenges in meeting new requirements, to obtain necessary documentation and understand voting procedures.

  3. Support Advocacy Groups:

    • Join Non-Partisan Organizations: Engage with groups that promote voter education and rights, such as the League of Women Voters or local community organizations focused on civic engagement.

  4. Communicate with Representatives:

    • Express Your Views: Contact state and federal legislators to share your perspectives on election integrity measures and advocate for policies that ensure both security and accessibility in the voting process.

  5. Volunteer:

    • Serve as a Poll Worker or Observer: Participate in local elections to help maintain transparency and trust in the electoral process.

SB 1414 will make significant changes to Florida Elections (HB 1381)

Many of these changes are good.  (See House 1381 Bill here) BUT what the Senate Versions author, Senator Ingoglia (Hernando and Citrus County) has not revealed is that this will will: 

1. Remove paper ballots when resolving discrepancies

2. Removes Manual Audits

3. Replaces Recounts with Reviews

  • Only US Citizens Vote  (HB  831 and SB 1330 Updated) – Strengthens voter registration checks to remove non-citizens, deceased individuals, and out-of-state movers from rolls.
  • Vote By Mail Security (HB 1203 and SB 396 Updated) – Implements strict ballot chain-of-custody standards and identity verification for vote-by-mail ballots.
  • Single Day Voting and Hand Counting – Promotes single-day voting with hand-counting and tighter controls to ensure accurate results.
  • Election Governance– Increases transparency and accountability in vote-by-mail ballot processing through procedural audits and reconciliation.
  • Election Technology Security (SB 394)  Secures election technology against hacking and manipulation with advanced cross-checking and contingency plans.

Vote by Mail is our Republic’s greatest election risk.  President Jimmy Carter and US Secretary of State Baker concuded that “Absentee ballots remain the largest source of potential voter fraud.”.  HB1203 and SB 396 will mitigate this risk.

How SB 1414 Could Limit Public Transparency

Florida has some of the strongest Sunshine Laws in the country, ensuring that government records—including election materials—are available to the public. However, a proposed change to s. 97.021(47), FL could make it easier for election officials to deny access to key voting records, including ballots, election reports, and voting system details.

This change redefines what is considered part of the “Voting system” to include ballots, serial numbers, software details, and official reports. By doing so, election officials could invoke security exemptions under Florida law to keep these materials secret. This would make it harder for the public, journalists, and watchdog groups to verify election integrity, conduct audits, or hold officials accountable.

If passed, these changes could undermine Florida’s tradition of open government, making election records harder to access and reducing transparency in the voting process. This document explains how these changes could work—and why they may be a serious challenge to public oversight of elections
